Methods & Tools is a very interesting newsletter on software engineering topics published by Franco Martinig.  The newsletter is distributed electronically to some ten-thousand people.  In the latest issue an article about practical experiences in configuration management is published.
ERCIM - the European Research Consortium for Informatics and Mathematics - aims to foster collaborative work within the European research community and to increase cooperation with European industry.  ERCIM publishes a quarterly newsletter on a variety of topics, like Diagnosis, Planning and Simulation of Industrial Systems (January 2004), Computer Games (April 2004) or E-Government (January 2002).
59.5 Billion Dollar yearly deficit caused by software bugs: The American "National Institute of Standards and Technology (NIST)" encourages the industry for improvements of software tests.
The CH/OPEN (Swiss Open Systems User Group) developed two project guidelines: one for Iterative Incremental Proceeding, and one for eXtreme Programming.  Besides, there are some templates for the most common work results of development projects. The aerospace sector gives us steadily new impulses, which also can be useful for other business sectors.  Take a closer look on the website dealing with ECSS-Standards are offered with the ESA publications.  For IT in general, especially Engineering (E) and Quality (Q), e.g. E-40 or Q-80, are considerably useful.
In issue 6/99 of the magazine "Informatik" you can find various articles dealing with software quality.  The publication of Hans Stienen 'After CMM and BOOTSTRAP: SPiCE' and other articles from Martin Glinz, Walter Bischofberger and Karol Frühauf can be found on the website of the Schweizerischen Verbands der Informatikorganisationen (Swiss Association of Computer Science Organisations).
